分享制度
扶輪社員們可以和其他扶輪社員同仁分享本身的資源；保
管委員會可以和各地區分享決策制定過程；扶輪社員們可
以透過扶輪基金會和世界分享扶輪。
每一地區在其扶輪年度中“分享”地區未限定用途捐款之金
額。因為扶輪基金會以三年為一期限運用，地區在一年內
所募到未限定用途基金將決定其後第三年度當中所分享的
金額。
地區所募到的未限定用途基金將分成兩部份─50%列入地
區指定用途基金(DDF)，另外 50%列入世界基金。
地區分享制度撥配程序
1. 每年 1 月，地區扶輪基金委員會主委將收到一份分享制
度資料袋，內含分享制度報告及分享制度地區工作表。
2. 然後由地區向地區內扶輪社員進行意見調查，以決定一
般最感興趣的計劃有那些
— 寄問卷給各扶輪社
— 透過總監月報請社員們提供意見
— 在扶輪社公式訪問時徵詢意見
3. 收到各扶輪社之意見之後，地區扶輪基金委員會決定如
何使用地區指定金。當該地區寄出它的獎助金請求書，
例如地區簡化獎助金、配合獎助金、大使獎學金、以及
捐贈給扶輪國際研究中心，當保管委員會通過該獎助金
請求書時或做出捐贈時，扶輪基金會將會從地區分享制
度帳目中扣除這些金額。
4. 地區必須在 3 月 1 日之前向扶輪基金會提出他們的獎學
金捐贈以允許受贈地區及時將該捐贈併入他們的計劃
裡。(例如，如果地區捐贈一個獎學金時，該受贈地區需
要時間去宣導該獎學金和挑選擇學人。 )
地區扶輪基金委員會可從扶輪基金會所提供選項來挑選計
劃。他們可以選一個扶輪大使獎學金，一個第二個團體研
究交換團，人道計畫的配合獎助金，一個大學教師獎助金，
捐給其他地區的一筆捐款或其他項目。
世界基金則為每一地區唯一的團體研究交換，3H 計劃，和
平計劃，扶輪義工等來提供資金。
所以，地區實際上要將由地區基金會所勸募來的基金選擇
如何作最佳的使用。因為世界基金提供每一地區一個團體
研究交換，不只是地區全權使用由地區所籌募到的 50%基
金。

THE SHARE SYSTEM
Rotarians SHARE their resources with fellow Rotarians;
Trustees SHARE the decision-making with the districts; and
Rotarians SHARE Rotary with the world through their
Foundation.
Each district "shares" the amount of unrestricted giving by
that district for a Rotary year. Because TRF operates on a
three year time lapse, the unrestricted funds raised during
one year will determine the Share amount during the third
following year.
The amount of unrestricted funds raised by a district is
divided into two parts 50% to the District Designated Fund
and 50% to the World Fund.
The district SHARE process
1. In January, the district Foundation chair receives a SHARE
information packet, including the SHARE Report and
SHARE District Worksheet.
2. The district then polls the Rotarians in the district to
determine which program options are of the most interest,
by:
– Sending a questionnaire to clubs
–Inviting comment through the district newsletter
– Requesting a response during official club visits
3. After receiving information from the clubs, the district
Foundation committee decides how to use the district’s
DDF. When the district sends in its grant requests, such as
District Simplified Grants, Matching Grants,
Ambassadorial Scholarships, and donation to the Rotary
Centers for International Studies, TRF deducts those
amounts from the district’s SHARE account when the
Trustees approve the grant request or when the donation
is made.
4. Districts must submit their scholarships donations to TRF
by 1 March to allow the receiving districts time to
incorporate the donation into their plans. (For example, if a
district donates a scholarship, the receiving district needs
the time to advertise the scholarship and select the
scholar.)
the district Foundation committee selects programs from a
menu provided by the Foundation. They may choose a
Rotary Ambassadorial Scholarship, a second group study
exchange, matching grants for humanitarian projects, a grant
for a university teacher, a contribution to another district or
other items.
The World Fund provides funding for matching grants, a
single group study exchange for every district, the 3-H
Program, Peace Programs, Rotary Volunteers, etc.
Therefore, the district actually chooses how most of the funds
raised for the Foundation by the district will be spent.
Because the World Fund provides a group study exchange to
each district, more than 50% of the funds raised by the district
are controlled by the district.
